The article considers the issues as to the errors estimation of total and sample observations. The classification of errors was designed and some aspects of their estimation were studied. The author analyses the reasons of errors occurrence and suggests the prevention measures.

Regional Index of Human Development: Causes and Directions of Improving the Calculation Procedure
By analyzing a ten-year experience of using the calculation technique for the regional index of human development, the authors defined some problems, in particular those related to the information support and drawbacks of methodological character. They proved the need and possibility of measurement actualization of human development in regions and assessment of its progress. Specific proposals were formulated to improve the existing methods and the indicators structure.

The authors prove the necessity of studying macroeconomic operation rules of the national labor market as preconditions of its effective regulation. Statistical control of the law of supply and demand of labor, the Okun’s law, the dependences law of Beveridge and Phillips showed their specificity at the Ukraine’s labor market.

Peculiarities of Perception of European Management Concepts in the Real Domestic Conditions
The article analyses different self-government theories in the European Union countries and emphasizes interdependence of functions of local democracy and its material and financial autonomy. It is shown that the last one is the general characteristic of local self-government in different countries which is based on activity of municipal enterprises. It is marked, that in Ukraine in most cases creation of such enterprises is artificial, therefore it is necessary to study experience of the EU countries and introduce it in domestic practice.
